Central Living Area: The Central Living Area is built with high-level public service facilities and residential area to support the Yangshan Deep Water Port, Pudong International Airport and the Modern Equipment Industrial Zone.

The layout of the Central Living Area is “one lake three loops”. The Dishui Lake, together with its surrounded area is the core of the Central Living Area consisted of lake district, island district, sand beach area with green area.
The first-ring area is comprehensive business area. The second-ring area is city park and ecological city leisure area. The third-ring area is residential area.

From 2005 to 2010, the first phase project developing and constructing 22-square-kilometer area will be completed. Area of all the buildings being constructed at the first phase is about 7,300,000m2, and the planning population will be about 145,000.

Service Center of Lingang Industrial Zone: The Service Center of Lingang Industrial Zone is located at the west of E5 Road, the east of Y5 Road, and the south of Two-port Boulevard. The Center is built suitable for business and life. Office buildings, hotels, apartments, villas, hospitals, convention center, and sporting and leisure places etc. will be built.Customs, Inspection and Quarantine, Tax Bureau, Administration of Industry and Commerce, Public Security Bureau, and banks are completed.

City communities: Four local ecological city communities, namely, Shuyuan, Wanxiang, Nicheng, Luchaogang, are the important living supplementary to Lingang Industrial Zone.

Nanhui District is adjacent to Lingang New City, and so many sources in Nanhui District can be shared by Lingang New City.

Education in Nanhui District: There are 8 high schools with about 60,000 students. Other 68 schools including all kinds of scientific & technical schools, industrial technical schools, middle schools and primary schools. Some of these schools may provide human resources with all kinds of professional skills.
Shanghai Public Training Base will be the technical training base of modern logistics and modern equipment manufacturing of the whole country. There are British school, International Bilingual School, and well-known kindergarten suitable for international students.

Labor force: There are over 400,000 labor forces. 100,000 of them have high-school diploma.

The encouraged industry, limited industry and prohibited industry investment project are enlisted into 《Foreign Investment Industrial Guidance List》. Those projects out of these three types are permission foreign investment project. Permitted industry foreign investment project is not included in 《Foreign Investment Industrial Guidance List》.

   2. Not good for saving resource and improve ecology environment
   3. Exploring the mineral which prohibited by the law
   4. Progressively developing industry

7. Items as below are classified as prohibited industry foreign investment project:
   1. Endangering the national safety and social public.?
1. Polluting the environment and damaging the natural resource and human’s health
2. Occupying large cultivated land, harmful for land resource development and protection
3. Endangering the military equipment safety and using efficacy
4. Producing by using China’s special technology and technique
5. Other forms formulated by law
8. 《Foreign Investment Industrial Guidance List》can restrict “join venture and corporation” and “ Chinese side share control or relevant Chinese side share control”.
9. Except foreign investment project that investors can get preferential condition in encouragement by the law, those who deal with large amount investment, long-term profit resource, traffic, city foundation equipment construction can enlarge their business scope after approval.
10. Permitted industry foreign investment of product totally direct exporting is regarded to be encouragement foreign investment project. Exporting sales revenue of limitation foreign investment occupying 70% of total sales revenue, it can be regards as permission foreign investment project after approval.
11. Permitted and limited industry foreign investment project, which can take the advantage of Central – West area to develop can be classified to encouragement foreign investment project.
12. The type of foreign investment project is classified by development and planning department and approved by economic and transaction department.
13. Approval authorities will cancel the contract and not to give the registration in 30 working days from getting the project proposal file when foreign investment violate the regulation approval. The Customs will not give any treatment process either.
14. If there is any defrauding to get the project approval, the authority department will cancel the project.
